About 15 years ago, Ruben Corvera bought a house on Hadley Street that came with an ugly backyard and a five-car parking lot. That lot is now a courtyard leading to a small Gothic building in the back. There's a frowning demon door knocker, and inside is a coffee bar called Relapse Killer Brews. The Whittier Daily News called it the city's newest hangout spot in an October 30 profile. To get there, you walk to the left of a teal blue house at 13107 Hadley St. and through the courtyard. If the door is closed, you knock.
Relapse is one of ten food businesses with a Whittier mailing address that Los Angeles County lists as a permitted home restaurant. Three of the ten have start dates of September 10 or later. More and more of Whittier's new places to eat are opening in houses, not storefronts, and the rules behind that permit explain why these places feel different from a café on Greenleaf.
The Daily News piece describes a room built for lingering. There are marbled floors and dark walls. A life-sized painting of Vigo the Carpathian from "Ghostbusters II" hangs near copies of "The Blue Boy" and "Pinkie" that Corvera inherited from his grandmother. The menu is four signature drinks that Corvera worked out with his daughter Devin. The bestseller is the Silver Bullet caramel latte, which the paper says is also known as banana bread in a cup.
"Coffee is just something that kind of made this happen," Corvera told the Daily News. He describes the place as an artistic gathering space for everyone. The backyard also has a spot where Uno Mas by Niko serves smashburgers, tacos, quesadillas and breakfast sandwiches on weekends. Corvera's art collective, The Wolf & Witch, shares the space. It has hosted pop-ups by bands and artisans, and a staff of four sells Dead Smile apparel made on site. The Uptown Whittier Association directory lists the collective as a home occupation.
For hours, the paper says to check the Instagram account, @relapsecoffeebrews.
California created the Microenterprise Home Kitchen Operation, or MEHKO, in 2019. It's a type of retail food facility that lets a person run a small restaurant out of their own home. The LA County Board of Supervisors approved the program for the county in May 2024. The county's Environmental Health division handles permits everywhere in the county except Pasadena, Long Beach and Vernon, which run their own health departments. Whittier is covered. Permits started going out on November 1, 2024.
The county keeps a public list of permitted MEHKOs, last updated October 29, 2026. Relapse is on it as "RELAPSE (KILLER BREWS & BLACK COFFEE)," with a record start date of April 22, 2026. Here are all ten entries labeled Whittier, in the order they appeared:
| Start date on county list | Business | ZIP |
|---|---|---|
| April 1, 2025 | Veggie y Que | 90606 |
| May 28, 2025 | Alejandra's Cocina | 90601 |
| June 10, 2025 | Tauroux's Smash Burgers | 90601 |
| June 25, 2025 | Soul & Spice | 90603 |
| October 29, 2025 | Pies in the Sky | 90602 |
| December 23, 2025 | Red Eye Cafe | 90603 |
| April 22, 2026 | Relapse (Killer Brews & Black Coffee) | 90601 |
| September 10, 2026 | The Sweet Tooth Bakery | 90604 |
| October 7, 2026 | April Pupusas | 90602 |
| October 21, 2026 | Echale Café | 90601 |
Seven kitchens joined the list in the roughly 13 months from April 2025 to April 2026, and none were added over the next four and a half months. Then The Sweet Tooth Bakery, April Pupusas and Echale Café joined between September 10 and October 21, 2026, so three in about six weeks. The ZIP codes cover 90601 near Uptown, 90602, 90603, 90604 and 90606. That means the list follows Whittier mailing addresses, which can reach past the city line.
The rules for home kitchens explain a lot of what customers run into, like four-drink menus, made-to-order pizza and hours posted on social media. Under state law as amended by AB 1325, a MEHKO has to follow these rules:
There's also a cap on yearly sales. The statute sets it at $100,000 and adjusts it for inflation each year. The California Department of Public Health's 2026 adjustment puts it at $110,442. For comparison, a kitchen at the full 90 meals a week would make about 4,680 meals a year. That's a ceiling measured in dozens of meals a day, which is far smaller than a storefront restaurant.
With limits that tight, a home kitchen has to plan around how many plates it can make that day. Posted hours, preorders and short menus are the practical result. When the Daily News tells readers to check Instagram before heading to Hadley Street, that's how a small operation with a fixed meal count works. It isn't a gimmick.
These are still inspected food businesses. The county's MEHKO page links to inspection results for permitted home kitchens and a separate list of closures, so you can look up a place before you order.
Relapse is the only one with a newspaper profile, but other kitchens on the list have shared their stories elsewhere.
Pies in the Sky. Adriana Ordaz runs Pies in the Sky, which she describes in a September 14, 2026 Voyage LA interview as a permitted home-based pizza business in Uptown Whittier. She spent more than ten years in restaurants before making her own dough and sauce, and every pizza is hand-stretched and baked to order. Her two most popular pies are La Michoacana and I'm Not a Peach. La Michoacana has mozzarella, pepperoni, goat cheese, basil, hot honey and oregano. I'm Not a Peach has a garlic oil base, goat cheese, prosciutto, basil, hot honey and nectarines. She also does pop-ups and private events, and posts at @piesintheskyy on Instagram.
Ordaz also describes the main challenge of cooking from home. She told Voyage LA that one of the hardest parts has been building a business "without the visibility of a traditional storefront." She has grown through social media, pop-ups and repeat customers. Corvera's story is similar. The Daily News says many of Relapse's 18,000 social media followers have made the trip to Whittier, and he calls that growth organic.
Veggie y Que. The oldest Whittier entry on the county list is Veggie y Que, with a start date of April 1, 2025. Its Vkind profile describes 100% vegan Mexican street food and points to veggieyque.com.
Tauroux's Smash Burgers. On the list since June 10, 2025, it's a smash burger kitchen with a 90601 ZIP.
The rest of the list. Alejandra's Cocina, Soul & Spice, Red Eye Cafe, The Sweet Tooth Bakery, April Pupusas and Echale Café round out the Whittier entries. The last three joined this fall, and Echale Café's start date of October 21 makes it the newest Whittier entry.
There's one more date to watch. LA County is waiving the $597 application review fee for up to 1,000 MEHKO permittees on a first-come, first-served basis. The waiver lasts through December 31, 2026, or until the money runs out, and applicants must have less than $50,000 in annual net revenue. That window overlaps with the three Whittier kitchens added this fall. The county's list carries a last-updated date, so checking it again in January will show how many Whittier names arrived before the waiver ended.

Relapse built a gathering place out of a backyard parking lot, and Pies in the Sky makes pizza for regulars without a storefront. Their kitchens are part of how Whittier homes are used.
